Mineral oil hydrocarbons(MOH) is a hydrocarbon mixture formed by physical separation and chemical transformation of petroleum, and its composition is very complex. The classification of Mineral oil hydrocarbons mainly includes linear, branched and cyclic mineral oil saturated hydrocarbons(MOSH) and mineral oil aromatic hydrocarbons(MOAH) containing benzene ring. NG28 can provide testing services for mineral oil content or migration of various raw materials such as ink, and various finished materials such as packaging and printed matter, so that products can meet the regulations of export target markets and the requirements of downstream buyers, and help products to be put on the market smoothly.

From January 1, 2023, the products exported to France that use ink, or used ink in their packaging and printing, will be controlled by the requirements of French mineral oil; The European Union and other countries also have regulatory requirements related to mineral oil. In 2017, the European Union launched the Mineral Oil Monitoring Program (EU)2017/84 to monitor mineral oil in food and its packaging materials; In 2021, Germany also issued a draft mineral oil for food contact materials made of paper, cardboard or recycled paper (Revised Regulations for Consumer Goods), which intends to control mineral oil aromatic hydrocarbons (MOAH) in food and food simulants.
? French Mineral Oil Law
On May 3, 2022, France approved the issuance of the “Arrêté du 13 avril 2022”, which refines the requirements for the control of mineral oils in packaging materials and for printed matter distributed to the public proposed by France in 2020, specifying the substances contained in mineral oils.The decree will take effect on January 1, 2023.The control requirements are as follows:

Note: In February 2020, the French government issued the Law No. 2020-105 on the fight against waste and on the circular economy, in which Article 112 requires that the use of mineral oil in packaging and printed materials distributed to the public should be gradually controlled from January 1, 2022; And in December, 2020, the French government promulgated Law No. 2020-1725 on various adaptation provisions related to extended producer responsibility to amend the Environmental Law, which involved D.543-45-1: the prohibition of using mineral oil on packaging according to Article 112 of Law No. 2020-105 applies to substances that destroy the recycling of packaging waste or restrict the use of recycled materials, because these substances pose risks to human health.

There is a big difference between the pretreatment of mineral oil content and mineral oil migration test. Mineral oil migration test is to soak the sample in ethanol, acetic acid and other solutions at a certain time and temperature to test the amount of mineral oil migrating from the sample to the solution. The mineral oil content test is to test the mineral oil content of the sample by ultrasonic extraction with a variety of organic solvents, centrifugation, column passing and other steps. Therefore, the mineral oil content of the same sample is greater than its mineral oil migration.
When ink is used in products, or when ink is used in packaging and printing, and the products are exported to France, or when the downstream buyers ask for French mineral oil, it is necessary to test the mineral oil content, so as to meet the regulations of the export target market and the requirements of downstream buyers.
